the country has a very limited stock of asphalt, which has restricted the construction of roads in recent years. this is being addressed by the introduction of asphalt mix from india, the netherlands, and the u.s. the country is also investing in new asphalt plants to process the imported asphalt. as of november 2011, there were over 900 new asphalt plants in the country. the government has also started construction of a water-based asphalt plant to produce asphalt mix.
according to the road administration department, as of april 2012, the national roads network is nearly 3,500 km long and comprises two-lane highways, four-lane highways, expressways, and rural roads. the number of lanes in the roads network has been increased to 15 and more roads are being developed to cope with growing demand.
the national road network master plan 2020 is aimed at developing 3,000 km of roads across the country. it includes construction of a 400-km expressway from kandy to colombo, with the objective of reducing the travel time between the two cities from the current six hours to two hours. the plan also envisages construction of a 500-km four-lane highway from kandy to matale, which will connect the international airport with the colombo city center. in addition, a 350-km four-lane highway linking colombo and kalutara will be constructed.
prior to the 1980s, only a small fraction of sri lanka's road network had been developed. at that time, much of it consisted of unpaved road tracks, which were initially built to ferry food grains from inland plantations to the coastal ports. 81555fee3f1
