when someone starts up and downloads an eqt torrent, this information is stored in a cookie. for example, if the torrent is eqt7 and you downloaded it earlier this week, then we'll learn that eqt7 is its name. then, every time it starts up, it will check with the server if it's wanted. if so, it will pop up a message saying it's been downloaded and is up to date.
