The links I provided are correct, there is no download link as the correct one that I used in the first place. However, this is very bad for me right now because the links give me a negative download amount.
Downloading files from the CLI is done by using the curl command. This is a command-line application for transferring data using URLs. There are a wide variety of options available to you, but we are only going to use this command here to download and install sxstrace.exe and gta.iv.exe. We will also focus on the more modern syntax to demonstrate the one-time download. The following example only downloads sxstrace.exe:

In this case, that URL is provided by http://download.exe. The next option is --download to start the download. The third option /win64 is a special option that specifies the files format that curl should use when it downloads the files. The last options is /prerelease which makes it work as a beta version.
You could download and install many software installations using the CLI. This includes operating system distribution packages such as the Conda package manager . You can also install curl itself, and other software, using the CLI. We recommend installing curl as an executable shell command rather than a command-line application. You should see the normal Windows Update progress bar appear in the bottom right corner of the Task Manager window. This is usually where you want the download to end to avoid being bombarded by pop-ups.
A June 2021 update to download a full OS installer for Catalina to my Applications folder using Terminal, I had to add a point seven, (.7) to the Unix command listed above So, my tidbit is that softwareupdate fetch-full-installer full-installer-version 10.15.7 did the trick. The download, once it began in Terminal, took over 40 minutes. Once the download ended, I was able to create a bootable USB drive by using the command, sudo /Applications/Install macOS Catalina.app/Contents/Resources/createinstallmedia volume /Volumes/UNTITLED
If memory serves it's been there since Windows 98, and I can confirm that it is still there in Windows 8 RTM (you might have to go into appwiz.cpl and add/remove features to get it). This utility can both download and upload files to/from FTP sites on the web. It can also be used in scripts to automate either operation.
This particular fetch-full-installer flag for the command line softwareupdate tool is only available in MacOS Catalina 10.15 and later versions of MacOS, so if youre trying to use this from Mojave or earlier it will not be available and youd have to rely on other methods to download full macOS installers instead.
